CXL Controller: Why Samsung Just Chose to Buy, Not Build

On July 21, 2026, industry outlet DigiTimes reported that Samsung, SK Hynix, and Micron are all scaling back plans to design their own CXL controller chips in-house, leaning instead on outside suppliers. That’s a CXL controller decision, and it’s a version of a choice every hardware company eventually has to make: build the key part yourself, or buy it from someone who already knows how.

CXL memory is a newer way for servers to add extra memory cheaply — think of it as a warehouse annex connected to the main building by a slightly slower road. But that annex is useless on its own. It needs a small chip called a controller that translates raw, cheap memory into something the rest of the system can actually use at a decent speed. Without a good controller, the cheap memory chips inside are just dead weight.

Here’s the tradeoff. If a memory maker designs its own controller, it keeps the entire profit margin on that part, plus the ability to optimize the whole product as one piece. But it also takes on years of development cost and the real risk the chip simply doesn’t work as well as a specialist’s. If it buys the controller from an outside supplier instead — mainly a Chinese firm called Montage Technology, or players like Marvell and Astera Labs — it ships faster and safer, but hands over part of the profit on every unit sold, forever.

SK Hynix has been running exactly this experiment. Its current memory modules use Montage’s controller, even while the company explored building its own in-house. This week’s reporting suggests the in-house route is losing out, at least for now — the specialist supplier is simply faster to ship and cheaper to bet on than a homegrown chip that might not be ready in time.

This isn’t unique to memory chips. Any company selling a product built around one make-or-buy part — a battery maker’s control chip, a software company’s payment processor — runs the same math. Whoever ends up owning that one small piece often ends up owning more of the profit than the size of the piece suggests.

My take: The margin was never on the parts list — it’s on whoever makes the one part everyone else needs.
